The Regulatory Reform (Fire Safety) Order specifies that onus for taking the necessary precautions falls down to the responsible person of the premises. The "responsible person" is someone who has control, or a degree of control, over a premises. If you are the responsible person, you must make sure that everyone who uses your premises can escape if there is a fire.

The people you are responsible for include anyone who might be on your premises at any one time, including employees, visitors or members of the public. You need to pay particular attention to those who may need special help, such as older people, people with disabilities or children.

According to fire safety legislation, every workplace must have a suitable and sufficient fire risk assessment. All fire risk assessments are carried out by ex-fire authority officers who spent years policing the earlier legislation.
